Heng W. Chem is a distinguished finance executive who served as Executive Vice President and Chief Financial Officer of Cathay General Bancorp and its primary subsidiary, Cathay Bank, from 2004 until his retirement in 2021. With more than 35 years of experience in banking and financial services, Chem played a pivotal role in transforming Cathay General Bancorp into one of the largest Chinese-American banks in the United States, overseeing its growth from a regional player to a national powerhouse with assets exceeding $20 billion. A Certified Public Accountant, Chem began his career at Deloitte & Touche, where he specialized in audit and financial consulting for financial institutions. He later held senior finance roles at East West Bancorp and other major banks, gaining expertise in regulatory compliance, risk management, and capital markets. At Cathay, he directed all financial operations, including treasury, investor relations, SEC reporting, and strategic planning, leading the company through the 2008 financial crisis with minimal disruptions and strong capital ratios. Under Chem's leadership, Cathay General Bancorp achieved record profitability, executed multiple capital raises, and expanded its branch network while maintaining a conservative balance sheet. His strategic oversight facilitated key acquisitions and digital banking initiatives, earning him recognition from industry peers for fiscal discipline and shareholder value creation. Post-retirement, Chem continues to advise on banking matters and serves on corporate boards.
