J. David Donahue is a seasoned corrections industry executive with over 35 years of experience in law enforcement, corrections management, and private sector operations. His career began in 1983 as a deputy sheriff with the Brevard County Sheriff's Office in Florida, where he advanced through various leadership roles. From 1993 to 2006, he served in progressively senior positions at the Florida Department of Corrections, including Regional Director and Deputy Secretary of Institutions, overseeing complex facility operations and rehabilitation programs. In 2006, Donahue was appointed Director of the Iowa Department of Corrections, where he managed statewide prison systems, implemented data-driven reforms, and enhanced public safety initiatives until 2010. Donahue joined The GEO Group, Inc., a leading global provider of government-outsourced services specializing in secure facility management, in 2010 as Senior Vice President and Chief Operating Officer. He quickly rose through the ranks, becoming Executive Vice President and COO in 2011 and President in 2015. Appointed Chief Executive Officer in 2016, he led GEO through a period of strategic expansion, including international growth in secure transportation and reentry services, while navigating regulatory challenges and emphasizing operational excellence. Under his leadership, the company achieved record revenues, strengthened compliance standards, and invested in innovative technologies for facility management. Donahue retired as CEO of The GEO Group effective June 1, 2021, after steering the organization to new heights of efficiency and profitability. His tenure was marked by a commitment to ethical practices, employee development, and community partnerships, earning him recognition as a transformative leader in the corrections sector. Post-retirement, he continues to advise on public-private partnerships in criminal justice.
