Judge Stafford became a director of the Company in April 2000. Now retired, he served as the County Judge for Jackson County, Texas, from January 1991 through December 2010. He also served as Jackson County Auditor from 1972 to 1990. Judge Stafford received a Bachelor of Business Administration degree and a Juris Doctor degree from the University of Texas. He also holds a Master s degree in Finance from the Wharton School of the University of Pennsylvania. He currently serves as Treasurer of the Jackson County Historical Commission, as Treasurer of the Texana Museum and Library Association and as a Director of Friends of Edna, Texas. Judge Stafford also has previously served as a senior warden of Trinity Episcopal Church and as Chairman of the Lavaca Regional Water Planning Group. The Company believes Judge Stafford s qualifications to serve as a director include his auditing and legal experience and his long term involvement as a director of the Company.
