Elcio R.T. Barcelos serves as Senior Executive Vice President and Chief Human Resources Officer at U.S. Bancorp, one of the largest diversified financial services companies in the United States. Prior to U.S. Bancorp, Barcelos was Executive Vice President and Chief Human Resources Officer at Target Corporation from 2016 to 2023, where he spearheaded HR efforts during a period of significant digital transformation and retail innovation. His tenure at Target included launching comprehensive diversity, equity, and inclusion programs that elevated the company's standing as a leader in workplace culture. Earlier in his career, he held senior HR leadership positions at PepsiCo, Ford Motor Company, and Johnson Controls, where he honed his expertise in talent management, organizational design, and labor relations across multinational operations. A Brazilian native with a global perspective, Barcelos holds an MBA from the University of Michigan Ross School of Business and a bachelor's degree in business administration from the University of Michigan-Dearborn. His achievements have been recognized with awards such as being named one of the "Most Influential People in HR" by HRExecutive and inclusion in the National Diversity Council's Top 50 Most Powerful Diverse Executive Leaders list.
